Nonresident Library Cards
Nonresident is defined as anyone who resides outside of SDL’s legal service area (CPS School District, Sanilac Township and Forester Township.) unless proof of property ownership within SDL’s legal district area is provided as described in SDL’s Proof of Residency Policy.
2. Nonresidents may be issued a Nonresident Library Card for a fee of $50 per card per year.
3. Application must be made in person following the Library Card Eligibility Policy and the Application and Registration Policy requirements which include photo I.D., proof of address, phone number and email etc.
4. Nonresident Library Cards expire one year after issue.
5. A Nonresident Library Card may be renewed after expiration for another year with updated proof of address and contact information.
6. A Nonresident Library Card allows the card holder the privilege of borrowing two SDL items at a time.
7. A Nonresident Library Card holder may participate in SDL digital services such as Libby.
8. Nonresidents may not participate in inter-library loan through SDL. This service must be performed at the person’s home library.
9. Nonresident card holders are subject to the same policies and regulations as in-district card holders.
10. Nonresident Library Cards are non-transferable.
11. Nonresident patrons who do not return materials which are overdue by 30 or more days will lose their borrowing privileges and their library cards will be revoked. The out of district fee will not be refunded.
12. Persons who work within SDL’s service area are exempt from the nonresident fee but are still limited to borrowing two items at a time. Proof of employment is required: a check stub or written verification statement from employer.
13. Transition Clause: Existing out of district library cards which have not expired prior to this Policy’s effective date of May 26, 2026 will continue to be offered service until the card’s expiration date. However, the nonresident fee will be required to renew the card.
